Situation
What happened
An entrepreneur from Kazakhstan under an active Interpol Red Notice on fraud charges relocated to Mexico and contacted ARGA Mexico. Simultaneous protection was needed: legalization in Mexico and removal of the Red Notice through international mechanisms.

How ARGA worked
Emergency assessment and strategy
ARGA carried out an urgent analysis and developed a two-track strategy: an immediate COMAR filing for protection in Mexico, plus preparation of a CCF complaint to remove the Red Notice.
Filing with COMAR
A detailed personal statement was prepared, documenting the political nature of the Kazakh case. COMAR ruled favorably — the client obtained refugee status.
CCF complaint
In parallel, ARGA prepared a complete evidentiary file for the CCF: the chronology of the corporate dispute, evidence of political motivation, and COMAR's refugee recognition as an international legal argument.
Engagement with the CCF
Over the course of a year ARGA corresponded with the Commission, responded to requests, and provided additional materials. COMAR's refugee status was used as the key argument in the complaint.
Outcome
The CCF ruled to remove the Red Notice. The client can now move freely and continues to live in Mexico with full protection.
